With reference to "X" of Mr.Bourdillon's minute of 10th February, I have attached for reference a further copy of the personal telegram for Sir T. Lloyd from Mr. Paskin, which apparently became detached in transit.

I think it will be a great pity if

Mr.Bourdillon cannot visit Hong Kong: I feel that a talk from him to the Unofficials would be of much value and would ease the Governor's burdens, though I agree that the particular subjects mentioned could be disposed of individually by despatch, if probably far less convincingly so far as the Unofficials are concerned. If, however, the time at Mr.Bourdillon's disposal puts the Hong Kong visit out of the question, I agree that there is no alternative but to telegraph to Hong Kong on the lines proposed at "X" in his minute, and I have put up a draft accordingly.
